GSS Reporting Change AWE Approval Error

Our GSS Reporting Change has 2 levels of approvals - 1) GSSByPosnSupervisor and 2) Admin - (User list by Role - AWE Administrator) (There is only 1 person with this delivered role)

When user submits GSS Reporting Change Transaction, Approval Chain only shows 1 level and does not show 2 level.

When Supervisor of user (who submitted) approves the transaction, we get the following error (we see this in MSS —> GSS Transactions)

Transaction Name - HR_REPORTING_CHANGE, Message Text - Not Authorized (90,6).

What are the reasons? We are unable to figure out why 2nd level is being skipped and why error is shown while approving at 1st level and underlying tables show status as "approved".
