No pages show in E1 despite security assigned

EnterpriseOne Tools Release: 9.2.7.2

Havn't been able to find anything on Oracle Support, thought I'd reach out here to see if anyone has experienced this.

We have an employee who only has access to ESS, through our ESS Role. The role has been assigned to the user since April, but when he signs into E1, he gets the blank home page and not the ESS page we have available to the ESS Role.

The role works for all other users and has been working since April. His security has no expiration date. The user has signed out, cleared cache, signed in, etc. but the issue persists. Any ideas?
