Project Creation ADI

We have build a custom WebADI to create projects depending on the source template .
Seems to be project created for a specific source template , having all the chargeable flag of the tasks set to 'YES',
But the source template it self have all the chargeable flag of the tasks set to 'N'
Web ADI is working for other source template.
Not sure what is the reason.
