How to get Indian States to configure Tax Rules in Base E-Business Tax?

Dear All,

Defined Tax Determining Factor Set as "Geography > Bill To > State" and tried to create Tax Condition Set with Indian States, but I don't see them in the LOV. How to enable/define Indian States to appear at this place?
