Security question

I am wondering what the norm is in the database world for security. We are a government database administration team with Oracle on AIX servers. Our server admins do not want to give us either the password for the oracle user on the server nor sudo for that login. We are finding it incredibly difficult to do our jobs and have a hard time convincing them that we need these. Do any other DBAs have this problem? If so, how do you work around it?
