Link Return to Agreements missing for some users

I have 2 users with the same responsibilities. In the Agreements workbench for 1 user the Link Return to agreements (left bottom corner) is available. For the other user it is not.

Responsibilities are the same. No differences in profile options or preferences. No personalisation.

Anybody has a hint? I have seen Doc ID 2696236.1 however this does not apply, as they have the same responsiblities.
