Unifier Cost Sheet - locking budget distribution for many projects at once

Is there a way to lock the budget distribution for many (hundreds) of projects at one time? I don't see the Update Shells option for this within the Shell Template, nor do I see a setting to turn this off, even for new projects.

The Budgets cost sheet columns are being populated via Business Processes so no one is doing the distribution manually. We need this locked in order to do Integration.
