Announcements not showing up in the delivery method

I have been following this document Having Fun With The New HCM Fluid Announcement Tile to setup the announcements. In step 2 when i am trying to configure the announcement message, i don't see the announcement option in the dropdown menu under delivery method. I am not sure what's wrong because there are no changes made to the page peoplecode.
