Append a released Delivery Line to a staged Delivery

I have a Sales Order with 2 lines, first Line is picked and staged. Second line is not release/ released (doesn´t matter), this second line should be assigned manually to the Delivery from first Line. Is that possible or is it only possible when the first line is not staged?
