Why does Cross dock work bench not display purchase orders which originate from an OQ quote

Using the Cross Dock with WMS in JDE 9.2, when you generate an OP record for an item using the quote to Purchase order process - the OP that is created does not display in the P4614. It will also not allow you to link the OP record to a sales backorder inside the P4614.

A regular OP that is created without the related order information does display in P4614 and allows you to link it to a sales order within the display.

At time of receipt however, Using the opportunistic setting at receipt, the OP that contains the related order information does properly work to create the cross dock and it also updates the F4211 cross dock fields appropriately.
