How item catalogue value is getting Assign to L0 items ?

We are creating BILL of material for an L0 part through ECO creation. we are already have L1 item parts created in oracle with some catlogue values.

so catalogue value of L1 parts will get assign to L0 parts at the time of L0 Item part creation?

is it the standard process?

can you please elaborate on this?
