Oracle EBS Login Page - How to add personalized legal notice/attestation text

We are looking to add an attestation message for our users to see as they are logging in (Ex. "By accessing and using this system, I agree that all time and attendance information entered, reviewed, or approved by me is true, complete, and accurate to the best of my knowledge….").

Is there a way to modify the login screen for adding text? Is there a way to add a background image that has this text?

We are looking for possible options.

Oracle HR, Fin, OTL
