can we install oracle grid 19c and database 19c on standard Oracle Linux Server 8.10 ?

when we started to install oracle grid 19c on the standard Oracle Linux Server 8.10,we faced error "[DBT-30165] Oracle Restart is not configured" while we already install ASMLIB manual .and create disk .

[root@Rock-DR Downloads]# oracleasm configure
ORACLEASM_UID=grid
ORACLEASM_GID=asmadmin
ORACLEASM_SCANBOOT=true
ORACLEASM_SCANORDER=""
ORACLEASM_SCANEXCLUDE=""
ORACLEASM_SCAN_DIRECTORIES=""
ORACLEASM_USE_LOGICAL_BLOCK_SIZE="false"
ORACLEASM_CONFIG_MAX_DISKS="2048"
ORACLEASM_ENABLE_IOFILTER="true"

[root@Rock-DR Downloads]# oracleasm createdisk Data /dev/sda4
Writing disk header: done
Instantiating disk: done
[root@Rock-DR Downloads]# oracleasm scandisks
Reloading disk partitions: done
Cleaning any stale ASM disks...
Setting up iofilter map for ASM disks: done
