Updating your environment without oracle-ovirt-release-45-el8 package

How to succesfully update the OLVM 4.5.x environment without installing/updating the oracle-ovirt-release-45-el8 package? There used to be instructions for offline/air gapped environments using local repositories. These would contain for example, which module to disable/enable and what versionlocks need to be in place or removed. However the update guide at

Updating the Self-Hosted Engine

doesn't reference any of this. Installing the aforementioned package installs internet repositories and the installation gets stuck in an infinite loop due to not being able to connect to them. Is there an official workaround documented somewhere?
