Clarification on ADM Packaging for "Order Addon Rules" in Siebel 24.11

We are currently working on Siebel CRM version 24.11 and would like to understand the feasibility of creating an ADM (Application Deployment Manager) package for "Order Addon Rules."
Could you please clarify the following:
- Is it possible to create an ADM file for "Order Addon Rules" in Siebel 24.11?
- If yes, what data type should be selected during ADM definition?
- What deployment filter criteria should be used to ensure accurate packaging?
- Can this ADM file be reliably migrated across environments (e.g., Dev → Test → Prod)?
