too many parse errors

Hi,

Since installation of RU 19.28 the alertlog gives this warning every couple of hours:

I cannot seem to get any more information about the error.

It comes for user DBSNMP and for one another user too. Not all users.

It is the same on all databases i patched to 19.28.

OS: Oracle Linux 7 as well as Oracle Linux 8.
