IDE options for Oracle

Is there any facility / provision which Oracle provides which can be utilised as integrated development environment? As an oracle apps developer I would like to know my options here. EBS doesn't have its own dedicated IDE, so are there any external tools which can be considered as economic options to use as integrated dev environments which will integrate well with my on prem EBS application. It will also help me to have a smooth version control over my developments.
