Can the verification conditions "functional_currency_flag = 1" be cancelled？

Phenomenon：

The error indicated in the following figure is because have verification conditions "functional_currency_flag = 1" when choose the ITEM cost_element='resource' in the "Item_Cost" interface.

Questions:

Can the verification conditions "functional_currency_flag = 1" be cancelled in ITEM Sub-Element's Lov
when choose the ITEM cost_element='resource' in the "Item_Cost" interface？
