Moving from Peoplesoft to Oracle Benefits question

We are moving form PS9.2 to oracle, and going from 10 US ben programs to 5. They are going to separate most individuals benefits with eligibility in oracle. Oracle does not use Pay group, and we are told that peoplegroup is not really used for benefits eligibility. Since pay group is kind of essential in benefits eligibility in peoplesoft what have others used as an overall eligibility when moving from peoplesoft to oracle?
