Philadelphia Local Tax Calculation Type

Peoplesoft defaults the Philadelphia local tax calculate as Rate x Taxable Gross, but it looks like it should be based on Total Gross. I am not seeing this option on the Local Tax Table. Does this need to be adjusted on the Taxable Gross Definition Table, or does anyone have a suggestion on how to update?
