How to download software for agent 13.5?

I am using the OEM 13.5 R28 running on REL 7

I need to start monitoring five new databases but I am having issues downloading the agent software. I have tried two ways:

following the instruction under: EM 13c: Staging the Enterprise Manager Cloud Control Management Agent for Deployment Using the Self Update, Download and Apply Functions (Doc ID 1369575.1)
1. I reach the point : Self Update > Agent Software - I search for Linux x86-64 and get a list of all the versions available but when I get to the 13.5 it says:

The second way is to do it manually from an $AGENT_HOME . I am following instruction from:
