Connection issue with pluggable database (PDB)

Hello,

Running on x8-2 ODA baremetal, linux 7, RAC, TDE, Multitenant, Oracle 19.17

We have a container database in RAC configuration (2 nodes) and when we stop a PDB on node 1 (close immediate) we can not access the PDB from that node via sqlplus. The error is ORAC-01109: database not open. We can connect using sqlplus on node 2.

This is confusing because before we used just RAC (no multitenant), we never had this issue using Oracle SCAN addressing.

Has anyone else run into this issue?

Any idea's on what is causing this?
