ReOrder point in P43011 does not match reorder point set in quantities

Hello!

We are currently in E1 9.2.8.2. We are seeing a mismatch between the ROPI set in the Quantities screen on the item/branch and the ROPI in P43011 (suggested reorder). Quantity is set to ROPI = 0. P43011 is showing ROPI = 2, EOQ = 1 and created a suggested order of 2. Current QOH = 1. F4311Z is free of records and there is no demand for the item. I have ran R437002 over the items and receive the same results. We are not including lead time in the P43011 processing options.
