Oracle EBS 12.2.12: How to Perform Only Backorder from Shipping Transaction Form?

I’m currently working with Oracle E-Business Suite 12.2.12  and need to restrict the Shipping Transaction form so that only the backorder operation can be performed - no Ship Confirm or any other actions.
Please advice to configure the system or customize to enable only backorder from this form?
Any guidance or steps to achieve this would be greatly appreciated.
