Performance % Complete not calculating properly for activities in Progress

Hi,

I have checked all my resources all have units/costs for planned and actual, my Activity % complete shows exactly same % as physical %. Performance % complete is set to calculate from Activity % complete.

However, completed tasks show a 100% performance % complete all other tasks have 0% performance % complete. why?
