can't apply the 12.2.14 release update pack

Hi:

i'm a new install customer, i have done the rapid install → ETCC → ETPAT-AT → apply seed table → AD & TXK .16 → upgrade 12.2.14 update pack

when I refer to the document 3011520.1. doing the section 8

I met a problem like this

how can i solve the problem
