Clarification on Patch Supersedence – Patch 37962957 vs Patch 36219938 for Oracle 19c on Windows

Hello Community,

We are currently preparing to apply Patch 37962957 – July 2025 Bundle Patch (19.28.0.0.250715) on our Oracle 19c database running on Windows x64.

Previously, we downloaded Patch 36219938 – April 2024 Bundle Patch (19.23.0.0.240416) and would like to confirm whether it is still necessary to apply this patch separately, or if all its fixes are already included in the July 2025 patch.

Could someone please confirm:

  • Does Patch 37962957 supersede Patch 36219938?
  • Is applying 19.28 sufficient to cover all previous fixes?
  • Are there any known issues or prerequisites we should be aware of before applying 19.28?

Any insights or experiences from the community would be greatly appreciated.
