When an employee adds an Extra Withholding mid-year, does it calculate for year to date?

We had an employee enter a value of 214 for Extra Withholding but on the first check after the entry the withholding was 856 (sum for the 4 paychecks received year to date). We were expecting it to only calculate the 214. We are on HCM 9.2.
