What Determines if Travel Authorization Details Link Appears in Fluid TA Approvals?

Some of our users are seeing an issue when viewing Travel Authorizations from the Fluid Approvals page. Two employees who have the same roles have the same TA in their queue to approve. However, as can be seen in the screenshots below, one can see the link to Travel Authorization Details link and the other cannot. From what I have gathered from PeopleBooks is that this link is only visible to users who have the ability to modify the TA. I am assuming this is granted from a privilege template; however, we do not have any privilege templates created for
