Does ARLPLB program use API to insert records into IBY_EXT_BANK_ACCOUNTS table?

We observed that after the AutoLockbox (ARLPLB) program runs, new customer bank accounts are automatically created in the IBY_EXT_BANK_ACCOUNTS table if they don't already exist.

Can someone confirm if the ARLPLB program calls a standard API (such as IBY_EXT_BANKACCT_PUB.CREATE_EXT_BANK_ACCT) to create these records?
