USERA ARE UNABLE TO LOGIN INTO THE ORACLE EBS APPLICATION

Good Day,

Users are unable to install into EBS application, it loops until it shows the login page again. But we can login to weblogic and aministrator console.

Please guide me on how to resolve this.
