P6 EPPM - Project Security Profile Settings (notebooks)

Hello, I'd like to give "notebook" access at the project level to some of our staff through a specified Profile, yet I'm not finding where I can give notebook permissions. Currently they have permission to add/edit a notebook in the activity tab (add/edit notebooks in Milestones), yet I want to transition from adding notebooks at the activity level to adding notebooks at the project level.

Which privileges control Notebooks?
