Project Security Profiles (Notebook)

Which privileges allow Users to use Notebooks at the Project Level? I have multiple profiles set up to restrict access to P6 for users yet I'm not sure where to find access to Notebooks. Currently our users can add a notebook to a milestone at the activity level, but I would like to give them access to add a notebook (one notebook) to the project at the project level…. if any of this is making sense….
