Repository Database not available - unable to start new forms application

During a scheduled database maintenance of the repository database, it was not possible to start a new Forms dialog. A Forms login dialog appeared with the string {AES}xyz, where xyz represents the user login used to access the application.

Are we correct in assuming that the repository database is required not only for the installation and configuration of Web Logic Server (version 12.2.1.4.), but also for ongoing operation?

Can the dependency on the repository database also be removed?
