Why Performance pages are not loading for redwood UI

I see performance and goal pages are not loading after enabling redwood UI
encountering issue in Oracle HCM where the Goals (or Goal Centre) page fails to load or remains stuck on a loading spinner when using the Redwood UI, particularly for non-seeded or custom roles.
