NO_COST_RULE error for OTL time when running prc: Distribute Labor Cost

We recently upgraded from 12.1.3 to 12.2.13 and we are seeing a bunch of NO_COST_RULE error for OTL time when running prc: Distribute Labor Cost.

It feels like a table is not refreshing properly causing this issue. Specifically this is happening for projects that are assocaited to rate schedule at the job level, the job is associated to the project and/or we have job overrides entered. OTL worked fine on the project prior to upgrade, and now we are getting NO_COST_RULE.

What changed with the upgrade to 12.2.13? Do we need to run a process in 12.2.13 that we didn't have to run in 12.1.3?
