Service Fulfillment Manager not processing data to Install Base

Hello,

We have sales orders with IB track able items, the lines are closed but the IB instances for the serial numbers are not getting created. The "SFM Event Manager Queue Service" concurrent manager is up an running with Actual=1 & Target=1, we have records in xnp_msgs & xnp_in_evt_qtab table in READY status but they are not getting processed further. What could be reason behind this.
