Managing Databases using Enterprise Manager (MOSC)

I just installed Oracle Enterprise Edition and created a database on a Windows server.
At the end of the installation, it tells me: Oracle Enterprise Manager Database Express URL: https://localhost:5500/em
Unfortunately, even turning off the firewall doesn't work.
Can someone help me, please?
