Monitor Asynchronous Services from New to Done

Something happened to our Monitor Asynchronous Services yesterday. For sure our process TL_ST_LOADER stopped running. It didn't error out, it just stopped and never scheduled the next process. So it's not like I can just Restart the service since it is not an option on a Successful process. I cannot find any help on how to get this running again so we can move at minimum our 167 inbound punches from New to Done to get them on the timesheets.
