Jnlp is not launching or downloading

We're on Oracle EBS R12.2.12 and for the last 3 weeks we have some users that have been experiencing difficulty with the jnlp files launching. They are either really slow, or don't launch or download. We're seeing this happen in Chrome, Firefox and Edge. Though more so in Chrome and Firefox. Sometimes they try again and it works, sometimes they go days and get it to launch. We tried clearing browser cache, java cache, rebooting, etc. but since it works sometimes and sometimes not, I'm not thinking it's any browser setting. Has anyone else
