G-Invoicing Dashboard unable Remove or Disable the Close "X" Button on panels of the ECC Dashboard

On the Servicing Side, Projects ECC G-invoicing Dashboard, users are clicking on X button to close the summary panels that appear, We are not able to restore the panels again easily. Users should not be allowed to close the panels. Has anyone be able to disable the Close button for the sub panels in the dashboard at User level or responsibility level or using any security functions, this is a problem as to restore the panels on the ECC Dashboard in production we have to go thru the DBA.
