Pictures from RTF document replicated on each page

Hi

I have RTF template which I'm using to create documents and fill the relevant information from database..

I have some Logos and pictures on first page but when I select picture to be "floating" to arrange the pictures overlapping a bit, the pictures are replciated on each page but not on the first page as required.

what could be the issue?

Same with the footer picture, it duplicates on all pages instead of being only on the first page.
