Help with PERSON_BASIC_SYNC adding empty row in PERSONAL_DATA?

We recently discovered that we have a blank row in the record PERSONAL_DATA in our campus solutions environmetn. The only field populated was the LASTUPDDTTM field and found that the timestamp matched an IB transaction for PERSON_BASIC_SYNC from our HCMS environment. I did not see any issues with the transaction or the xml file and the EMPLID listed in that transaction exists in PERSONAL_DATA record with populated fields and a more recent LASTUPDDTTM timestamp. Has anyone experienced this before where the have and empty row in PERSONAL_DATA? Looking throughout peoplecode inscluding the handler code but cant seem to find
