Does any additional Siebel License need to use FullPageHtml plugin for TinyMCE

FullPageHtml plugin is needed due to communication templates containing header tags with meta/styling blocks. These are now being ignored with out the plugin FullPageHtml .According to TinyMCE documentation online, this plugin requires an additional license.

Need to confirm under the implementation in Siebel if this is licensed to use this.
