Using both AND and OR for Dataservices Post query

Hello - I am trying to create JSON query for dataservice post. See attached example which is not working. I know there should be 4 records, but I am getting 0. I want to know where F0011.IST = "E" AND where (F0011.USER = "user1" OR "user2")
