how can fix the issue of spfile as it is empty ?

in my oracle 19c in exadata syatem with one RAC database , the spfile is appered inside the disk group when we made show parameter spfile but when try to create pfile form it just show only the inormation of sga_max_size,.sga_target .and here are the deatils .
