Incorrect calculate MPS plan for first schedule plan order date.

Normally the 1st plan order should appear when the safety stock is not covered, and with a date >= PTF date.The PTF date is 20-OCT but on 20-OCT the SS is covered :


Normally the 1st planned order should be on December, yes.
Why there is a planned order on 20-OCT ? Is it because there is a scrap on 20-OCT ?
