Why multiple Infrastructure patches QDFSP?

The July full stack patch contains this:

I'm quite desperate to understand why there are 2 different patch versions. 24.1.14.0.0 and 25.1.7.0.0

Why would I choose one over the other?

We run 19c and are not ready to move to 23ai yet. I need to patch, but I've never quite understood why the quarterly package has multiple versions in it.
