Order hold was released by AN8 not the same as in Order Hold Constant

We set up responsible AN8 to release PF hold to be 196680 for B/P # 1. For PF hold for B/P # 2, we have address number 308042 to be responsible to release it. A few weeks ago, when I tested, 308042 is not able to release PF hold of orders under BP#1. But today, 308042 was releasing a bunch of orders and accidentally put in one order that belongs to #1 and was able to release it. sign out and log back in and was able to do so again. Has anyone experienced it?
