Upgrading Java JRE from 451 to 461on Windows 11 results in FRM-92101 when launching

frmservlet.jnlp "FRM-92101: There was a failure in the forms server during startup" comes up immediately after launching the frmsrvlet.jnlp file. See screenshot.

Checked allt the usual items - Cleared Java cache, Chrome Cache, checked proxy settings (we are not using proxy)
We tested connecting to our development, uat and production instances of EBS.

All other users (200+) are able to access Oracle EBS Java Forms with no issues.

We are not patching or upgrading any systems or servers, we are only upgrading the JRE client. Its only happening on three workstation systems. We upgraded to 12.2.7 about 8 years ago.

We are using EBS 12.2.7. Any troubleshooting steps you can recommend would be greatly appreciated!
